This is the old cinder block. I guess that they no longer make that. The 
blocks are at least 80 years old.

You want pretty soft concrete, something like cement block if you are using
them without a hammer drill. The holes need to be accurate and with little
slop. A hammer drill makes them fast enough that the walls don't get warn.
Having said that, a really steady hand will do the job with a standard
rotary drill. I didn't appreciate how much better and cleaner holes can be
with a hammer drill until I got one. Even works a lot better for sinking
those steel shields.

The Tapkins don't allow much room for imprecision.
