Summary
WebRTC Data Channels use the Stream Control Transmission Protocol (SCTP) over a
Datagram Transport Layer Security (DTLS) association. The standard SCTP
connection establishment requires a handshake that introduces latency. A new
Internet draft specifies a method to accelerate the datachannel establishment
by embedding the SCTP initialization parameters within the Session Description
Protocol (SDP) offer/answer exchange. This reduces the time required to open a
data channel by up to two network round-trip times.

Goals for experimentation
This feature should be gated until the IETF has had a chance to adopt the
current draft into a WG and we know whether changes will be required.

Reason this experiment is being extended
Presented the IETF 126 TSVWG (and asked for agenda time at the upcoming one),
list discussion is at
https://mailarchive.ietf.org/arch/msg/tsvwg/Kuq5b8FrZe0kDDkFw6NY77QP6Ww/ The
only remaining open issue is how this gets represented in the SDP, which is
expected to be settled by the next IETF meeting. Positive deployment feedback
from Microsoft (improvement of 23% in P50 and 22% on P90 Transport setup
latency)
