New description:
In this ticket view the edit and reply buttons should be hidden on
desktops unless the comment is hovered over. This should be easy by adding
a Bootstrap class:

To remove it on hover we could either use javascript or by overriding the
hide css using
> parent:hover > child { display: inherit }
for example.
