In ticket:177#comment:10 it looks like users have to hover over the
buttons themselves to make them visible. Just to clarify, the buttons
should become visible whenever the :hover is active on the row of the
comment.
I was referring to this only being the case on desktops because if applied
for all screen sizes we'll likely catch out phone and tablet users by not
showing these buttons at all, and them being unable to 'un-hide' them.
