I am delighted to see the BO being used for this purpose. The BO is deliberately free of procedures and works more or less on a gift economy (<http://en.wikipedia.org/wiki/Gift_economy> Gift economy - WP) People contribute and are respected for their contributions, as long as they fall into Open Data, Open Standards, Open Source. Everything else follows. If we need to evolve a form of webocracy we probably shall, but so far it hasn't seemed necessary. If we need a real-life existence that may depend on why. Whether we need a separate mailing list is a balance between the expected traffic and the difficulty of having 2 lists. It's also useful to use the Wiki in these cases. It would be nice to have them slightly more linked - I don't think the web yet has good enough tools for collaborative work of this sort.
