I am implementing the same concept for quantum and computational  
chemists at qa.wavemol.org
Given the prohibitively high price of stackexchange, I am instead  
using CNPROG, a clone of stackexchange written in django.
At the moment, the access is restricted (due to the fact that CNPROG  
is far from bugfree), but if someone is interested he can drop me a  
line.
Programming help for personalization and bugfixing very welcome!
