I don't see where the IPR Process or Policy states that. The closest I see is "The applicable WG Editor(s) will post the draft for review by Contributors to the applicable WG, and by the Board, and promptly notify these Contributors and the Board that the draft is available for review." "openid.net" is mentioned five times throughout the two documents with no where saying "the home page of openid.net".

What frustrates me is that the audience of the OpenID blog is not one that understands IPR or what this review period means. It would have been far more impactful to tie this back to other posts about PAPE, explain again what PAPE is any why it matters, and explain what this review period means for implementers. It also would be nice if the post didn't contain all sorts of ridiculous HTML markup from being composed in Microsoft Word.

I'm quite honestly really disappointed and don't see why this needs to be on the board-private mailing list (thus moving).

We were required by the IPR Procedures to post it yesterday as part of the announcement for the 60-day public review period. It went up yesterday with exactly the text below, which was approved by the PAPE working group. See http://openid.net/2008/10/23/pape-specification-review-period-commencing/ .

Given the audience of OpenID.net I'd like to work with you to edit this blog post. When do you wish to post it?

Our IPR procedures require announcing the review of a proposed final specification on the home page of openid.net. Unless I hear objections soon, I will make a blog post on OpenID.net containing the text below.

The OpenID Provider Authentication Policy Extension (PAPE) Working Group recommends approval of PAPE Draft 7 as an OpenID Specification. The draft is available at these locations:
http://openid.net/specs/openid-provider-authentication-policy-extension-1_0-07.html
http://openid.net/specs/openid-provider-authentication-policy-extension-1_0-07.txt

This note starts the 60 day public review period for the specification draft in accordance with the OpenID Foundation IPR policies and procedures. This review period will end on Sunday, December 21st. Unless issues are identified during the review that the working group believes must be addressed by revising the draft, this review period will be followed by a seven day voting period during which OpenID Foundation members will vote on whether to approve this draft as an OpenID Specification.

As background, the proposal to create the working group, which the membership approved, is available at http://openid.net/pipermail/specs/2008-May/002323.html . The specifications council report on the creation of the working group is available at http://openid.net/pipermail/specs/2008-May/002326.html .
