The cathode bypass being contained in a multi-section electrolytic "can" is very common. Often there will be 2, or 3, sections with a voltage rating like 350 VDC or 450 VDC and then a section with like a 25 VDC or 50 VDC rating. The lower voltage capacitor is almost always used as a bypass capacitor and not as a filter capacitor.
