The cathode bypass being contained in a multi-section electrolytic "can" is 
very common.  Often there will be 2, or 3, sections with a voltage rating like 
350 VDC or 450 VDC and then a section with like a 25 VDC or 50 VDC rating.  The 
lower voltage capacitor is almost always used as a bypass capacitor and not as 
a filter capacitor.

Also on the Drake 2B (and likely the 2A). I seem to recall in those instances 
the cathode bypass cap is contained in a multisection electrolytic can. The 
other sections are used in the P.S. filtering.
