Thanks for bringing this to my attention.  I wasn't aware of this 
issue; I've asked Rom to check into it and to restore those versions 
if needed.

Of course, 5.10.45 is still available from the "Index of /dl" page as 
<http://boinc.berkeley.edu/dl/boinc_5.10.45_windows_intelx86.exe> and 
<http://boinc.berkeley.edu/dl/boinc_5.10.45_windows_x86_64.exe>
