A few thoughts:
There is no guarantee that any two computation devices (general sense here)
will be equally efficient at a particular computation. The CPU and GPU in
a single box may very well have different efficiencies, and should be
treated as separate computation devices for credit comparisons.
Goal: The credit granted for all tasks for a single WU needs to be
identical, no mater what computation devices it runs on.
The average credit per hour for all computers that are attached to both
project A and project B should be equal. Note that if Project A has CPU
work only and project B has both CPU and GPU, then only the CPU work should
be counted for comparison This should mean that the credits are at least
similar although not identical across projects. This does mean that some
computers will generate more credit / hour at one project than they would
at another, but it should not be by much.

1. and 2. were, of course, comparing the same CPU/GPU from the same
computer.
