You need agreement from all copyright holders. If s...@home contributors 
assign copyright to the University of Berkeley, as is done with BOINC, then 
you don't need them to agree, from a legal standpoint. (you probably need the 
university lawyers to agree)

Even if not legally required, it's probably still a good idea to ask volunteer 
developers for their opinion on a license change; but "being nice to 
volunteers" is a different topic...
