It is in fact possible to runs apps under a BOINC client with no BOINC server. This involves manually creating startup files (client_state.xml and account_*.xml) and setting a couple of client options.
This is described here: http://boinc.berkeley.edu/trac/wiki/AppDebug#TestingwithaBOINCclientbutnoproject I tested this on Linux but it should work on Windows too.
