It is in fact possible to runs apps under a BOINC client with no BOINC server.
This involves manually creating startup files
(client_state.xml and account_*.xml)
and setting a couple of client options.

I tested this on Linux but it should work on Windows too.

This required a couple of tweaks to the BOINC client,
so you'll either have to build it from trunk
or wait for the next release (6.10.14).
