Changing the Embed Manifest for boincsvcctrl to "No". Helps Builds
successfully.
(right click on boincsvcctrl -> properties -> configuration properties ->
manifest tools -> embed manifest)

Now the BOINC client is succesfully built.
running the boinc.exe produces the following error at command prompt:

The application has failed to start because its side-by-side configuration
is incorrect. Please see application event log for more detail.

indicates that the manifest cannot be skipped.
