This is possible but would be a fairly large code change,
so I'm not going to do it at this point.

Also, some people might want non-CPU-intensive apps to be exempt from
other preferences too
(like max non-BOINC CPU usage, computer in use, etc.).
If we're going to do this we'd want to allow this also.
