My gut tells me the project communication failure the client is referring to is actually the account manager. Turning on the <http_debug/> log flag should show which site the client is attempting to contact before it displays that error message.

Would it be accurate to say that, in order for this to happen, the client must not be configured properly with acct_mgr_url or acct_mgr_login? Does anything stand out about this process that would make it prone to such error?
