These things can be difficult to track down.  My first three guesses would
be...

there's a problem with your apache setup (no exec permission in the boinc
cgi-bin directory or apache doesn't know what to do with files named "cgi")

or

a necessary shared library isn't in the LD_LIBRARY_PATH for the user apache
is running as.

or

a necessary file (like config.xml) is not being found.
