At first glance I find the article pretty ambiguous in its attempt to translate the Russian law into English. E.g. it first speaks of "Internet companies" (which BOINC or BOINC projects certainly aren't), and later about "Websites". "personal date" is also unspecified.

Does someone on this list has access to the actual law text and can provide a 
more precise translation?

This probably has to do with the Snoden Files, that have revealed that storing 
data in a US or EU cloud is as good as giving the data to the NSA or GCHQ.
