This is used to write the client_state.xml and was not failing when the
contents of the file couldn't be flushed. The close() was always
reporting 0. I changed it so that an error by flush() gets reported to
the caller of close() but the file is closed either way. This means the
caller has to open the file again for each retry. This is the current
behaviour of the client for the client_state.xml, so this shouldn't
break anything. I couldn't find any other place where this is used.
