What you say makes some sense, but I got the impression the process was
supposed to be automated.  In any case, adding the line at the bottom of the
site.config page does not seem to portray an active plugin - and the
[[#plugins]] line seems to suggest that I shouldn't need to edit it manually
anyway.
So I'm still confused.
