I've actually had this same issue on some PHP pages I've created.  Seems to
be on some of them but not others.  I think it is something to do with the
CSS I think though I've never spent too much time looking at it.

On the pages it does it on, you always go to the top of the page unless you
have a anchor pointing elsewhere on the page.  A bit annoying.
