Actually, no {p0} tells how many page parts there are. So {p0} for
test is 1 but {p0} for alpha.beta.gamma is 3.
So basically this says if it has more than one page part, no action is
set (&action=edit) and the page does not begin with action
(action.edit) you are good to go.
