Probably could do it, by using the <rules> </rules> markup to disable
and/or modify the spacing behavior of BoltWire. But I think an easier
approach would be to try creating an html template directly. See how
far this gets you:
[(search group=test count=10 fmt='<p><a name="line_<(counter +
output=true)>">{+p}</a></p>' join='')]
