There are tons of web apps that can do that already in all sizes and
shapes.

The original weather plugin I wrote almost does that and could with some
tweaking.  All it needs to do is query the weather database to know what
cities it can display and provide the user with the ability to select what
they want to see.  But again, there are many apps that do that already.

What I am working on now is to allow a Cumulus weather station owner the
ability to display their weather info on the net.  For this weather station
software, there are few options available now.  These people have their own
weather station in their back yard and want to be able to publish it's
details.

Combined, this project would give the station owner a complete weather
website with both normal and mobile web pages, that they could then extend
into a full website with other, non-weather related sections.  Most of the
existing weather templates provide a good weather page set, but then leave a
novice user off and let them figure out how to build a complete site around
that.

With the wiki, they can easily do that themselves.

When this is complete, I will write the plugin for the popular
Weather-Display interface that does pretty much the same.  I started with
Cumulus because there are few templates available for it yet as it is a
fairly new application.
