I think you must have read that on docs.admin.config. That folder was
long ago renamed the config folder. Somehow that reference did not get
fixed. I just updated the docs and the hotlinks list. I should note,
the reference to the toolbox folder is in connection to BoltWire's
ability to replace entire toolsets--which is slated to get dropped in
the next release.  :)

If you saw it somewhere else, please let me know. Or if you have
questions about whatever you were wanting to do, be sure to let us
know. The documentation always lags behind the reality, but we try.
