Probably the easiest way to do this is to put a line like this in the
header of your skin:
<meta name="keywords" content="$$keywords" />
(It's already in the default skin as well as the meta fields for
description and author.)
These get populated by default with the content of the keywords field
in code.snippets. But if you save a keywords data field on a page,
that will be inserted instead of the one on the site page.
Actually, this is one of the very things snippets were designed for. metafields.
