Ach! Small world! I was born in Niles and still have family in that area. I have heard of things like this though, just this past spring my local library (which is a fantastic and beautiful library) proposed charging for cards for people who do not live in my county. It had to do with funding and the fact that this library cost taxpayers loads of money to build and maintain, but people who were not paying those taxes were reaping many of the benefits. I can see where they are coming from... but all booklovers know how great the library is because it's free and chock full of books. My library decided against this plan for now, but I'm sure it will be revisited. -tabby90
