Regarding standardized testing and promoting students
beyond their ability : it just happens. There are
obviously too many students who are pushed through the
systems for reasons that vary from the parents insist
to nobody cares. That is the sad truth. There are
children who are the parents of children, and these
parents don't know how to teach their own kids in the
home. They can't even give them the proper nutrition
to build their brain cells.  Reading is not important
to them, therefore the love of the written word is not
passed on to the next generation. 
Teachers can't give individual attention to students
who attend school on a hit-or-miss basis. They can't
single out the illiterate when they have to teach 35
at one time, keep them on task, provide a quiet
environment for them to learn in, attend to the ones
who disrupt the class, and, as you can tell, I can
rant on for paragraph after paragraph. 
Keep in mind, we are a nation that gives a lot of
lip-service to "Children are our future" and we don't
put our money where our lip-service is.
