The problem with putting it in a separate module, is that starting the auditor
would then be a separate admin task. We couldn't start it from the bookkeeper
script along with a bookie, because that would mean bookkeeper-server would
have to be dependent on bookkeeper-auditor which would be dependent on
bookkeeper-server.
I agree that the code should be kept as independent of bookkeeper-server as
possible though.
