One reason to keep this out of the subscription manager was to keep the two
components decoupled, the way they are right now. The subscribe handler takes
care of starting and stopping deliveries as it is the one that gets events
related to subscriptions.
Also, we should also stop delivery if we get a channel disconnected event for a
subscription channel in SubscribeHandler.
