The idea is to do necessary changes in AutoRecoveryMain interface to invoke
ZkLedgerUnderreplicationManager.disableLedgerReplication() and
ZkLedgerUnderreplicationManager.enableLedgerReplication().
Also expose command options 'enable, disable' in bookie scripts: bookkeeper,
/bookkeeper-daemon.sh
