GLB is the largest deleted ledger id in a prefix of deleted ledgers with no
holes. Given a list of ledgers to delete, the GLB can be calculated from the
list itself, after deleting all ledgers in the prefix. Of course, it assumes
that the identifiers of ledgers a bookie stores increase monotonically. As you
observed and I confirmed, if this assumption doesn't hold, then the scheme
doesn't work.
