Part of the problem here is that we're updating ledger metadata on recovery 
before we actually write anything to the new bookie. On an active ledgerhandle 
we need to update the metadata before writing so that we don't loose data. But 
on a recovery ledger handle, we can do all the recovery, and just update the 
ledger handle when we close. So why don't we do just that? We already have a 
ReadOnlyLedgerHandle. We can just block metadata updates for 
handleBookieFailure and that should solve the problem.
