bq.register the bookie as /ledgers/active/<uuid>-<host/ip>-<port>. This removes
the extra lookup.The issues Sijie raised about BC is valid. However, fixing for
this should be the same as fixing for hostname
Should we continue with the old ledgermetadata format <host/ip:port> for BC?
Sorry, I didn't completely understood the <uuid> concept without causing any
backward compatibility issues.
