yeah, it complicates things a bit. I suppose the general idea is to poll the
metastore in the case it doesn't support notifications. if we can have
metastore options that support notifications and others that don't support it,
then it sounds like we need to have the metastore implementation polling and
notifying up the MSLedgerManager. otherwise the ledger manager needs to support
both ways of notifying of metadata changes.
