I think he was referring to the release notes we publish with a release: 
http://zookeeper.apache.org/bookkeeper/docs/r4.2.3/releaseNotes.html

Here I haven't seen us taking advantage of that field, but when we resolve an 
issue, there is a "release notes" box. I believe the content of that box shows 
up when we generate the release notes page. That's the thing that comes to 
mind, but I don't know what [~ikelly] had in mind exactly.
