it looks like your $BOOST_TOP/boost-build.jam is out of date. The version I
have (attached at the end), has
boost-build tools/build/kernel ;
instead of
boost-build tools/build/new ;
Could it be that you've somehow did not update that file? I've just verified
I've not local modification in it.

Not 100% sure. Maybe it's the side effect of the previous problem.
