Yeah, that's a nightmare :) I eventually got it working doing two things:
1) Set the BOOST environment variable to the same thing as BOOST_ROOT
2) Set BOOST_BUILD_PATH to $BOOST_ROOT/tools/build/new
At least, I *think* that's all I did.
