Is this requirement relevant nowdays? I have a CD at hand with filenames 
exceeding 31 character limit -- one filename is 54 characters long, and it is 
surely readable. I did nothing special to create it -- just used standard KDE 
CD burner, so I presume windows CD burners work fine too.
