Is this requirement relevant nowdays? I have a CD at hand with filenames exceeding 31 character limit -- one filename is 54 characters long, and it is surely readable. I did nothing special to create it -- just used standard KDE CD burner, so I presume windows CD burners work fine too.
At last report, yes, it was relevant. The standard ISO CD format has this limit apparently. Search for recent discussions on boost-devel for details.
I've read that thread, and I don't think anything definitive was proved. Yes, ISO standard has 31 character limits, but various extensions were there for years. On Unix, Rock Ridge just works. On Windows, it would be better if someone take current Boost and current Nero and try burning with Joilet extension. And then see what happened with long path names.
I already did experience this problem just a few days ago. Nero issues a warning before writing and renames the file:
"The following Joliet files had to be renamed to make them compatible with the CD"
a-very-very-very-very-very-very-very-very-very-very-long-filename.txt
Some writers will not. And if written, long file names > 31 chars on CDs cause Windows XP to report "file not found" when accessed. Curse Windows if you will, but the problem is a reality.
