In the situation above: NT bjam, NT OS and cygwin xsltproc, I'm not sure we 
can do anything. It's *probably* possible *somehow* to pass cygwin paths to 
xsltproc, but that seems unclean solution.

I'm not sure we can to better than using cygwin bjam of bjam.
