Both kinds of processing are needed.  I used both with Litre when
writing C++ Template Metaprogramming.

Doxygen should not get special reign over the domain of comments.  For
that matter, ordinary comments cut across Doxygen comment processing!
If we need to, we can run code through a quickbook comment filter
before sending it on doxygen.  I would like to use Synopsis for the
purposes to which Doxygen is currently applied, and that can easily be
customized to ignore quickbook comments.
