Don't know, but it might be a Boost.Book bug.
I looked into this, and it appears to be caused by some unusual syntax
in some BoostBook XML files. For instance this XML:
<entry>&options_description;</entry>
generates this HTML:
<td> </td>
So what is &foo; supposed to mean, anyway?
Well it's usually an HTML character entity. Seems that those should be
translated to: &foo;
