Not a bug. Each <header> node must be unique. This is not like a C++
namespace. You can't re-open an XML node in another file.
OK, so I must have misunderstood the purpose of the name attribute of
<header name="...">. IOW, the value of name attribute is *not* the name
of the header file but something else. What should that something else be?
