I have been puzzled by the appearance of a mystery

which eventually I have traced to the order of including licence info thus

On the other hand, it is OK if a section is declared first,

There is something I am missing here I suspect?

I also fell into a pit by trying to be (too) tidy by indenting the structure

[section:dist Statistical Distributions and Functions]
  [include dist_tutorial.qbk]
  [include dist_reference.qbk]
[endsect][/section:dist Statistical Distributions and Functions]

which (of course?) prints the lines as code

  [include dist_tutorial.qbk]
  [include dist_reference.qbk]

I fear this is 'by design'?
