Yes, I changed the current XML style to:

      <table frame="all">
          <title>Errors In the Function tgamma_delta_ratio(a,
          delta)</title>
        <tgroup cols="3">
    ..etc

And it renders correctly both in html and in PDF, the style is different in 
html (smaller font), but actually I think I might prefer it that way anyway.

As noted before, if there is no title, then you have to use informaltable as 
before.
