Your "so far" conclusion seems very reasonable to me. It will be very
neat if we can make tidy compile so we can have something to which
compare your proposal. Maybe you can convince someone to help you
there.

Anyway, as you say with the xslt approach we can tuned the output to
generate docbook files that are very near to quickbook output, making
the translators very happy because they can now go to a pun to enjoy a
beer instead of manually editing for hours each converted xml.
