It is the committee's Core Working Group mailing list (which for historical reasons is called a "reflector").

It is almost certainly protected against any except authorized posters. That means committee members and "technical experts" that committee members have asked to participate.

Several committee members (Gaby, Dave Abrahams, Greg, me, etc.) will be happy to post something on that list if the question is well-formed and is one that only committee members can answer. But usually that only happens when Boosters have talked the issue to death, and can't move forward without committee interpretation.

Boost seems to have an excellent reputation among committee members. Part of that is because we don't bother them unneccessisarily.
