Section 4, first paragraph.  Is there some reason it is not a MUST
that the connection manager send stream:features in the response?  It
seems easier to me to make the BOSH server wait for stream:features
than to have the client keep polling.  I assume there must be a reason
this is a SHOULD and not a MUST, but what reason?
