Sadly, noone has really piped up for vi so I suppose I will since it's
what I use most often. :)

vi is is lean, mean and goes anywhere in a small amount of space. It's
standard on almost every Unix I know of and there are perl modes for it as
well. It's not fancy but unless you are working with monster files for
days at a time, emacs is a bit over the top. If you had a choice between a
Volkswagen Beetle and a Crown Vic and chose the Beetle, then vi is for you
:)

Knowing both well enough to get around is important.

*>There are good ports of vi for win32. I used ELviS for a while.

http://www.math.fu-berlin.de/~guckes/vi/ is a really good page for all
things vi.
