You are not mistaken. This is a compile time kernel option which, when enabled, allows you to do all sorts of funky stuff with your machine if it hangs. The sysreq key is used in combination with the ALT key and other, mappable, keys. I have not used the feature in a long time but I still compile it into every kernel I build.
